‘Home Care Packages’ is now ‘Support at Home’ 

On 1 November 2025, the Government changed Home Care Packages to a new program called Support at Home.

We understand this change is confusing, so we’ve prepared answers to some of the most commonly asked questions.

What is Support at Home?

Support at Home is the new name for the Home Care Packages program. It’s part of the new Aged Care Act that began on 1 November 2025. The goal is to make aged care services simpler, more flexible and better tailored to your needs.

Do I need to do anything?

No. You don’t need to do anything right now. Holstep Health will continue to support you through this change and will keep you updated regularly.

Will Holstep Health still provide my services?

Yes. Holstep Health will continue to provide your aged care services under Support at Home. You’ll still have the same friendly Care Partner and support team.

What happens if I get reassessed after 1 November 2025?

You’ll be assigned the new Support at Home Classification Levels based on your needs. There are 8 levels with quarterly funding amounts.

What happens to my unspent funds?

If you have any unspent money in your Home Care Package, you will not lose it. You can still use it under the new Support at Home program.

You can use these funds to:

  • Get extra services if your regular budget is used up
  • Buy helpful equipment or make changes to your home (if approved)
How will Care Management fees be charged?

The Government has capped Care Management Services at 10% of your funding level.

What about Package Management fees?

Administrative costs can no longer be charged separately as package management fees. These will now be included in the cost of the services you receive.

Can I still access equipment or make home changes?

Yes. There’s a separate budget just for assistive technology and home modifications, like walking frames, ramps or handrails. This is called Assistive Technology and Home Modifications (AT-HM).

AT-HM helps you get the equipment and home changes that keep you safe and independent at home. Funding is set up in tiers so the right level of support can be matched to your needs, from simpler items through to complex or higher-cost solutions.

How it works:

  • Funding is assessed and provided – between $500 and $1,500.
  • Your assessor or qualified clinician will recommend the right items or modifications.
  • We will manage the entire process – from quote, to ordering, to installation and follow up!

What are short term pathways?

Short-Term Pathways

Under Support at Home, short-term pathways provide intensive, goal-focused support for specific situations.

Restorative Care
A time-limited episode (typically up to 16 weeks) to help you regain or maintain independence after illness or a setback. Your team (usually allied health and/or nursing) works to a goal plan, reviews progress often and helps you transition back to your ongoing supports.

End-of-Life
For people diagnosed to have three months or less to live, this pathway funds intensive, coordinated support for you and your family (typically 12 weeks and extendable). We work closely with your GP, medical team and state palliative care services so you can focus on comfort and choice.
