Thriving Kids: shaping early intervention for children

On 20 August 2025, the Federal Government announced significant changes to the National Disability Insurance Scheme (NDIS), introducing a new program called Thriving Kids. The initiative aims to provide foundational supports for children aged eight and under with mild to moderate developmental concerns, including autism. The $2 billion program, launching on 1 July 2026, seeks to step in early and recognise children’s needs sooner to help reduce pressure on the NDIS by mid-2027.

Holstep Health is proud to contribute to the Thriving Kids Inquiry, drawing on our experience in child and family services and as one of Victoria’s largest community health organisations. Our position in the community, including as the lead consortia provider of the Carer Gateway for Victoria, gives us a unique perspective on the ups and downs faced by families and unpaid carers. These insights helped shape our recommendations, guided by real experience and practical knowledge to support children.

Developed alongside our community advisory committees, our submission highlights the importance of building foundational supports in mainstream and community settings rather than relying solely on individualised NDIS packages. We also emphasise the need for policies that are equitable, evidence-informed, and sustainable, ensuring government decisions balance both financial and community needs.
